Following extensive discussion with industries captured under the CRC scheme, proposals have been made with an intention to lead to a streamlined scheme.

Creating a scheme that:

  • Is simpler, reducing the administrative burden on both businesses and the Environment Agency
  • Provides improved guidance for how to comply with the CRC
  •  Allows more flexibility for organisations in how they take part
  • Abolishes overlap between CRC and other UK enforced climate policies


The proposals will not be formally consulted until early 2012 but the following are amongst the simplifications:

  • Reduction in the number of fuels covered by the scheme

Currently organisations have to report on the emissions from 29 different fuels, however as approximately 95% of emissions captured under the CRC come from electricity and gas, organisation would only need to report on four – gas, electricity, Kerosene and diesel for heating.

  • Fixed price allowance sales

There is a proposal of be two sales per year where the price of allowances is fixed, removing the need for businesses to come up with strategies and providing a price certainty.

  • Simplification of the organisational rules

Simplification will be achieved through removing the need for large organisations to participate in groups which do not reflect their natural business structure.

  • Reducing overlap with other schemes

Any organisations participating in any other UK enforced climate policies such as CCA or EU ETS would be considered automatically exempt from the CRC scheme
