Are you obligated?

Did you handle more than 50 tonnes of packaging materials or packaging in the previous calendar year?

You are deemed to have handled packaging materials if you perform one of the following activities on packaging that you own and that is new packaging (unless imported):

  • Manufacturer producing raw materials for packaging applications e.g. Steel manufacturer making steel sheet that will be converted to steel packaging further down the supply chain
  • Convertor turning raw materials into packaging applications e.g. factory converting steel sheet into empty cans
  • Packer/filler placing goods into packaging e.g. brand owner putting it beans into cans
  • Seller supplying goods to a final user/consumer e.g. retailer selling cans of beans
  • Importer, importing into UK raw materials to convert into packaging e.g. polymer for blow moulding into plastic bottles
  • Importer, importing into the UK empty packaging e.g. for the purpose of pack/filling
  • Importer, importing into the UK packaging around products e.g. final products or raw materials

A company has to perform at least one of the above functions on packaging to be obligated although packaging that is exported out of the UK is not obligated.
