Consumer information obligation

The consumer information obligations (CIO) came into force at the beginning of 2000 and are designed to encourage packaging re-use or greater consumer involvement in the collection and recycling of packaging waste.

Obligated producers who have main activity of ‘selling’ must provide consumers to whom they sell, whether they are householders or other businesses, information on a range of recycling issues.

  • The consumer information obligations require the following information to be provided:
  • The return, collection and recovery systems available to consumers
  • The consumers’ role in contributing to re-use, recovery and recycling of packaging and packaging waste
  • The meaning of markings on packaging on the market
  • Sellers could also contribute to action being taken by local authorities: for example, by providing maps to show collection and/or recycling locations
