It is very likely that producers supplying products that ultimately end their life within a business user environment will be responsible for the collection and treatment costs for all historic WEEE, on a like-for-like basis if they supply a new product.
However, if the last business end-user is not replacing EEE at the end of its life then it is likely to be the business end-user themselves who have the responsibility for sending the WEEE to an approved treatment facility, for meeting the target levels of recycling and recovery, and for reporting compliance data.
